Profile
* Full title: Magos Dominus Octavius Kael
* Affiliation: Adeptus Mechanicus
* Position: Senior planetary Mechanicus authority on Fortis Prime
* Jurisdiction: Technology, manufactorums, and Mechanicus personnel across Fortis Prime

Background and Authority
Magos Dominus Octavius Kael is the senior representative of the Adeptus Mechanicus on Fortis Prime. He supervises the planet's technology and manufacturing systems, establishes policy for Mechanicus facilities, and ensures that industrial operations follow the doctrines of the Omnissiah.

Individual manufactorums retain local overseers who operate within Kael's planetary hierarchy. Magos Dominus Ferrus Tiber, overseer of Manufactorum 12, is one such subordinate authority.

Responsibilities
* Supervises Mechanicus facilities and personnel across Fortis Prime.
* Establishes technical and manufacturing policy.
* Protects restricted technology and sacred Mechanicus knowledge.
* Coordinates industrial support for agriculture and the Imperial war effort.
* Advises the planetary government on technological and workforce matters.

Public Activity
Kael publicly supported the identification system introduced for Ork workers, stating that it would assist their integration into the workforce while enforcing planetary regulations. His statement appeared in The Fortis Prime Sentinel, Issue 0.605.991.M41. As with all Sentinel reporting, this records Kael's public position rather than a complete account of Mechanicus policy.

Relationships
* Adeptus Mechanicus: Kael is its senior planetary representative.
* Ferrus Tiber: Oversees Manufactorum 12 within Kael's planetary hierarchy.
* Government of Fortis Prime: Kael advises the government on technology, manufacturing, and Mechanicus labor policy.
* Inquisition: Their jurisdictions overlap when investigations concern artificial intelligence, xenos technology, or other forms of technological heresy.
